Neighborhood Initiatives

Angel House / Homeless Neighborhood Initiative

Update: Chief Lisa Davis, Austin Police Department, will attend January’s monthly meeting to discuss the concerns of the ECC neighborhood.

Background: Our community collectively sent a detailed letter to Mayor Watson, City Manager Broadnax, and City Council outlining shared concerns and requesting immediate support for the ECC neighborhood. The letter was endorsed by a broad cross-section of our community, including members from 25 small business and non-profit organizations, and included 50 impact statements. Our team is now meeting monthly with David Gray, Homeless Strategy Officer, to discuss progress and share feedback.

Hybrid Parking Initiative Update

Update: On December 11, ATD unveiled an initial draft of the Hybrid Parking plan for East Cesar Chavez. Next, ATD plans to send out a neighborhood survey. Once community feedback is incorporated to the updated plan, ATD will tentatively present the updated plan at an upcoming ECCNPCT monthly meeting.

Background: The ECC Team is working with the City to develop a “hybrid” parking zone to help alleviate parking challenges across the ECC neighborhood. For more details on the initiative, please see the presentation here.

Land Use & Permit Updates

The Scoot Inn Outdoor Music Venue Permit Renewal

Background: In 2023, the Scoot Inn requested to extend the hours for their outdoor music two hours, Sunday-Thursday until 10:00 PM, and one hour Friday & Saturday until 11:00 pm. The neighborhood voted to permit the extended hours subject to special conditions to mitigate local disturbances. You can read the 2023 agreement here.

The Scoot Inn’s Outdoor Music Venue Permit is now up for renewal and is requesting to renew the terms of the 2023 agreement.

Update: At the December meeting, the ECCNPCT voted to delay the decision on the neighborhood agreement until after the sound equipment is installed per the 2023 agreement. If you have an opinion on the application or Scoot Inn’s presence in our neighborhood, please take a few minutes to share your perspective by completing this short survey. Your input will help inform ECC’s consideration. (This is the same survey sent out in 2023; all are welcome to submit inputs or resubmit their current perspective.)
